Drone Laws and Regulation in Dominican Republic [2024]

Registration and Labeling Requirements (RAD 48)

1. Applicability:

   1. The registration and identification requirements apply to Drones (small remotely piloted aircraft systems- RPAS) weighing more than 0.55 lbs (0.25 kg) and less than 55 lbs (25 kg).

2. Criteria for Operation:

   1. Owners must register and label their drone according to RAD 48.

   2. Drones weighing less than 0.55 lbs at takeoff, including all attached items, do not require registration.

   3. State-owned drones used for military, customs, or police services are exempt from these requirements.

3. Eligibility for Registration:

   1. The drone must not be registered in a foreign country.

   2. The owner must be a Dominican citizen, a legal entity in the Dominican Republic, a foreign citizen with permanent residency, or a foreign business organized under Dominican laws and primarily operating in the country.

4. Registration Process:

   1. Owners must submit a formal request to the Instituto Dominicano de Aviación Civil (IDAC) including proof of ownership, drone specifications, and personal identification details.

   2. Upon successful registration, the IDAC issues a registration card containing the owner's information and drone details.

5. Labeling:

   1. Drones must display their registration number visibly on the aircraft.
      

Operational Rules (RAD 107)

1. General Operational Requirements:

   1. Drones must be operated in a safe manner, avoiding hazardous situations.

   2. The remote pilot must maintain visual line-of-sight (VLOS) with the drone at all times.

2. Licensing:

   1. Remote pilots must obtain a valid remote pilot certificate with a Drone/ small RPAS rating.

3. Medical Condition:

   1. Remote pilots must meet specific medical standards to ensure they are fit to operate drones.

4. Flight Restrictions:

   1. Drones can only be flown during daylight hours.
